Utkal Sangeet Mahavidyalaya, Bhubaneswar was set up on 14th April,1964 by late Sri Biju Pattanaik, the then Chief Minister of Odisha, under Administrative Control of Odisha Sangeet Natak Academy, Bhubaneswar for proper training and dissemination of Culture under Academic Curriculum. The College was managed from 1964-81 under Sangeet Natak Academy and the Certificate given to the pass out students was Sangeet Bharati and Sangeet Acharya. Later these degrees were declared equivalent by Utkal University, Vanivihar as follows.

The Dept. of Culture, Govt. of Odisha has taken over the management of this Mahavidyalaya since 1st January, 1982 till to date. Very first time the College has been affiliated at B. Music Course to Utkal University, Vanivihar, Bhubaneswar during the academic session 1982-83 and affiliated at M. Music level to Utkal University, Vanivihar during academic session 1984-85. But permanent affiliation was given by University during the session 1990-91.

This Mahavidyalaya is alsoversatileunder section 2(f) and can receive central assistance under section 12 (B) of UGC Act.,1956 since the management was taken over by the Govt. i.e. from 1982. This Mahavidyalaya is alsoversatilewith IEQA (Institutional Eligibility for Quality Assessment) status by NAAC (National Assessment and Accreditation Council).

As per University Act of Odisha a new University named Utkal University of Culture was set up in Odisha during the academic session 1999-2000 under administrative control of Dept. of Culture, Govt. of Odisha. As a result of this the Mahavidyalaya became dis-affiliated to Utkal University, and automatically got affiliation at degree and master degree level to Utkal University of Culture, Odisha as per norms and conditions laid down in the said act.

The persons (Gurus) appointed in this Mahavidyalaya during the early period were of international repute for their contribution and innovative creations in the field of Music, Dance and Drama. Some of them are Late Singari Shyama Sundar Kar, Late Padmasree Guru Pankaj Charan Das, Late Sri Sangeet Sudhakar Balakrushna Das, Late Padmasree Sanjukta Panigrahi, Guru Srihari Nayak, Sri Bijay Kumar Mohanty and many more. The alumni of this Mahavidyalaya have earned name and fame for the state for their creative work in the field of music, dance and drama. Some of them are Guru Sri Gangadhar Pradhan, Guru Sri Duraga Charan Ranvir, Prof. Sneha Samantaray, Prof. Ramahari Das, Prof. K. Ramarao Patro, Prof. Sunilsingh Mohanta, Prof. Bhabani Charan Biswal and many more.

The Bachelor Degree Certificate given to the passed out students at degree level is equivalent to B.A. of any University of the Country. The college has proposed for awarding of Autonomous Status in its favour during 10th Plan period and Dept. of Culture as well as Utkal University of Culture have submitted No Objection Certificate (NOC) to the University Grants Commission, Govt. of India, New Delhi for the purpose.

Utkal Sangeet Mahavidyalaya is the only college of its kind in the state of Odisha, solely and wholly responsible for dynamic and innovative growth of the academic system in the Performing Arts (Music, Dance and Drama).

The College has teaching facilities in 10 Branches of Music, namely Odissi Dance, Chhow Dance, Odissi Vocal, Hindusthani Vocal, Flute, Violin, Setar, Tabla, Odissi Pakhwaj and Drama from intermediate to Master Degree level. There is a good library having more than eleven thousands books of which some rare collection is there in the field of Performing Arts. There are two well equipped auditoriums to give proper facilities to the students for practice and presentation of their art forms.

The newly constructed Open Air Theatre of the College has a seating capacity of more than six thousand people and is larger than any other Auditorium of any academic institute of the country.
